The leader of a pack of lions is the one who can roar the loudest, because he has the ability to call the other lions. Ralph gets elected chief because he was the one who called the other children together, even though Jack would have probably made a better leader and Piggy was smarter.
While I'm not sure if the elder lion is always he leader, it is always a male. Ralph is similar to an elder, because he is the oldest, and has a "roar" that summons the other members of the "pack". He is the leader because he has a quality that no one else has displayed besides Piggy, foresight.
Well, an elder lion uses his roar in order to call to the rest of the lions so that all the lions can be gathered for a meeting of different sorts. This is exactly the same with Ralph and the conch shell. He uses his own roar, the conch shell, to call upon the other "lions", the other kids, and hosts a meeting to figure out what to do while they are on an island. So, to put it simply, Ralph is the lion and the conch shell is his roar.
